Under Article 6 of the Paris Agreement, countries can pursue voluntary cooperation to reach their climate targets. Meaning that, under Article 6, countries are able to transfer carbon credits earned from the reduction of greenhouse gas emissions to help themselves and other achieve their climate targets. Carbon credits may be generated under Article 6.2 - cooperative approaches or under Article 6.4 - The Paris Agreement Crediting Mechanism (PACM) - the UN's new high-integrity carbon crediting mechanism. Credits under either Article 6.2 or Article 6.4 stand to raise global ambition through requiring the host country, transferring credits, to make a Corresponding Adjustment to their Nationally Determined Contribution. This means for every 1 tonne of carbon exported, a further tonne of carbon must be reduced or removed.
Where a carbon credit has a Corresponding Adjustment - issued via a Letter of Authorisation by the Designated National Authority (DNA) of the host country - it is considered an ITMO (Internationally Transferred Mitigation Outcome). In addition to strict accounting and reporting rules, countries are encouraged under Article 6.2 to and obliged under Article 6.4 to raise climate ambition further, through cancellation of at least 2pct of issued emission reductions, towards Overall Mitigation of Global Emissions (OMGE). For Article 6.4 units, a Share of Proceeds (SOP), calculated as 5% of the volume of issued carbon units, plus an additional 3% of the issuance fee must be transferred to the Adaptation Fund.
